About Us
Covina Valley Water Company was formed through the merger of Valencia Heights Water Company and Covina Irrigating Company, uniting two longstanding local water providers under one organization. Together, we are committed to delivering safe, reliable water service while investing in infrastructure, transparency, and responsive customer service for the communities we serve.
A Shared Legacy
In 1882, Covina Irrigating Company was formed to support local agricultural and community water needs in the San Gabriel Valley. Three decades later, in November 1912, Valencia Heights Water Company was established as a not-for-profit California corporation, originally created to irrigate citrus groves and provide domestic water to large estates in the same region.
As the San Gabriel Valley grew, both companies evolved alongside it. Valencia Heights Water Company transitioned from an agricultural water source into a domestic water purveyor, serving homes, schools, and businesses across Covina and West Covina.
Following the merger’s completion in late 2025, Covina Valley Water Company carries that combined legacy forward, uniting more than 140 years of service to the San Gabriel Valley under one organization built for the future.

We are dedicated to providing clean, reliable, and responsibly managed water service to every home and business we serve, while preparing our system and our community for the long term.
We are committed to investing in the infrastructure that keeps water flowing reliably, maintaining the water quality standards our community depends on, and planning ahead for drought, growth, and the increasing demands on local water supplies. As a combined company, we bring the accountability and local roots of a mutual water company to every decision we make.
Governance
Covina Valley Water Company is governed by a Board of Directors made up of 9 members, who set policy and oversee the Company’s operations on behalf of the communities we serve.

The Board meets every third Monday of the month at 12:00 p.m. in the District office at 146 E. College St., Covina, CA 91723. These meetings are open to the public and provide an opportunity to participate in decisions that may affect water service and quality.
